Target Industry Analysis
Which industries should your community target?
And what should come next?
Insyteful helps communities identify the industries they can realistically compete for, then gives leadership the knowledge and tools to turn those findings into business growth and recruitment action.
- Beyond historical data
- Grounded in the community
- Built for action
A Target Industry Analysis should help answer what comes next.
A useful analysis should help leadership understand what is changing, identify realistic opportunities, determine where limited resources deserve attention, and translate those findings into practical economic development action.
Understand
See beyond the historical data.
Understand what is changing, what may be emerging, and what the community can realistically become.
Identify
Find the industries that truly fit.
Connect market opportunity with workforce, sites, infrastructure, supply chains, existing businesses, and community direction.
Prioritize
Know where to focus.
Act
Put the strategy to work.

01 UNDERSTAND
The data tells us where your economy has been.
We help determine where it can go next.
Economic and workforce data are essential to a Target Industry Analysis. But much of that information is historical.
It may not yet reflect a new employer investment, changing infrastructure, an emerging workforce partnership, expanding site capabilities, business expansion plans, or other opportunities already beginning to take shape.
That is why Insyteful does not conduct a Target Industry Analysis entirely from behind a desk.
We visit your community in person. One of our team, a practicing Economic Developer, will spend time with you in your community – touring the sites and infrastructure. Meeting with your economic development leadership, employers, education and workforce partners, local officials, community stakeholders, and residents. We feel it is important to listen to the people who know your community. We strive to understand what is changing, sometimes before those changes are reflected in published datasets.
Then we combine that firsthand understanding with quantitative analysis and professional economic development judgment.
Three questions form the basis of the Insyteful Target Industry Analysis step 1 - Understand.
Question 1
What is your community today?
Question 2
What can it realistically become?
Question 3
What does your community want to become?
The data establish the foundation. Your community helps us understand what comes next.
02 IDENTIFY
Which industries can your community realistically compete for?
Growing industries are not automatically good target industries.
The stronger question is whether an industry represents a realistic opportunity for this particular community.
Insyteful evaluates target opportunities through the intersection of economic evidence and real-world economic development conditions.
- Market Opportunity
- Workforce
- Sites & Infrastructure
- Supply Chains
- Existing Businesses
- Emerging Conditions
- Community Direction
The objective is not to produce the longest possible list of sectors. It is to identify a focused group of industries for which the community can make a credible economic development case.
Not simply:
Which industries are growing?
But:
Which industries can your community realistically compete for — and why?
03 PRIORITIZE
Which opportunities deserve the greatest attention?
Your community may identify several industries that represent credible recruitment opportunities. That does not mean every target should receive the same level of attention.
Those differences matter when staff time, marketing resources, workforce-development efforts, site-readiness investment, and other economic development resources are finite.
1 Workforce Fit
Can the sector be supported by the regional labor market?
2 Site Readiness
Can realistic projects be accommodated by available properties and infrastructure?
3 Recruitability
How realistic is company recruitment in this sector?
4 Comparative Impact
Which sectors may create stronger economic and community benefits?
Better evidence for better strategic resource prioritization.
Comparative impact informs professional judgment. It does not replace it.
04 ACT
Target industries should be more than a list.
Turn analysis into action.
Identifying the right industries is important. The real value comes from knowing what to do with that information.
Insyteful connects target identification to workforce strategy, site alignment, recruitment geography, company qualification, comparative impact, and implementation priorities.
Our objective is to give your economic development leadership the knowledge and tools to move forward with greater focus and confidence.
1 Target Sectors
What should we pursue?
2 Site Alignment
Which properties fit the opportunity?
3 Recruitment Geography
Where should company research begin?
4 Company Qualification
Which prospects actually fit your community and the strategy?
5 Strategic Action
Grow local business. Recruit companies that strengthen your community.
Identify the right targets. Know what to do next.

Why is the sample illustrative?
Target Industry Analyses are prepared for individual communities and contain confidential or client-specific economic, workforce, site, recruitment, and prospect information.
To protect client confidentiality, this illustrative sample uses a fictional community, companies, projects, properties, data, and outcomes. It is designed solely to demonstrate the analytical approach, strategic decision-making process, and types of practical results an Insyteful engagement can support.
Which industries should your community target?
And what should come next?
A Target Industry Analysis should give your community more than a list of sectors. It should help leadership understand what is changing, identify realistic opportunities, focus limited resources, support local business growth, and recruit companies that can become strong long-term community partners.
